The Desert Act (1887) was the first step towards conservation where the federal government sold cheap desert land on the condition that the owner must irrigate that soil in 3 years of attaining it. Remember books like the call of the wild and organizations like the Boy Scouts and Sierra Club. Remember Beauty vs. Use. Remember Gifford Pinchot that wanted to find the medium between the two.
The Forest Reserve Act (1891) allowed the president to set aside land for national parks and reserves.

The Carey Act (1894) distributed federal land to states on the condition that it be irrigated and settled.

The Newlands Act (1902) allowed the federal government to collect money from the sale of public lands in the west to use for irrigation projects.
